CALL FOR DELEGATES

Mine Environment Neutral Drainage (MEND) Steering Committee.


The CEN is seeking 1 ENGO representative from British Columbia to join the MEND Steering Committee. Travel, accommodation, meals and incidentals are covered when participating in meetings, as well as a $250 per diem.

The next MEND SC meeting will be held on November 30th in Vancouver, BC. This meeting is linked with the 11th Annual British Columbia Metal Leaching/Acid Rock Drainage Workshop (December 1-2 also in Vancouver).

The selected ENGO representative will have to be available for these 3 days. Click here for more information and the application form.

Looking for EA Legal Challenges

Is there a new development near you that might cause significant adverse environmental effects? Are you involved in an EA legal challenge? Do you need some advice from the EPA Caucus? If you've answered yes, then the Strategic Legal Actions Committee wants to hear from you!

One of the purposes of this Caucus committee is to provide advice to groups interested in taking EA-related legal actions. Requests for advice would be shared among the members of the committee.We would also be interested in circulating news of upcoming projects that are in the very early phases of development. With the amended purpose and new duty of the Canadian Environmental Assessment Act, as proclaimed on October 30, 2003, there may be some strategic opportunities to push Responsible Authorities (RA) to be more proactive.

Need Financial Help with your EA Legal Challenge?

The Environmental Law Centre (Alberta) has produced a list of potential funding sources for environmental assessment challenges. There are currently 11 possible funders on the list, but it is a work in progress and you can notify Dolores Noga , Information Services Coordinator for the Environmental Law Centre for additional sources of funding or any leads that she can check into.

The Environmental Law Centre Library has the 2001 Canadian Directory to Foundations& Grants, a directory that can be searched by grant recipients.You can find out what organizations have received money for legal challenges and where their money came from. The Centre purchases an update of this directory approximately every three years.

The Climate Change Committee of the Environmental Planning and Assessment Caucus has produced a document entitled Climate Change and Environmental Assessment.

A Primer for Participants. The document helps to explain the issue of EA and climate change as well as focusing on climate change issues in project EA's.

Three main questions are discussed:
1) How will the project contribute to the generation of greenhouse gases and climate change?
2) How will the effects of climate change impact the project?
3) Does the project conform to Canadian or provincial commitments on climate change, such as the Kyoto Protocol to the UN Framework Convention on Climate Change, the national Climate Change Plan for Canada or Alberta’s Climate Change Action Plan?

Four new members appointed to the CEC's Joint Public Advisory Committee.

Montreal, 2 November 2004
The Chair of Joint Public Advisory Committee (JPAC) of the Commission for Environmental Cooperation (CEC) of North America, Ms. Donna Tingley, is pleased to announce that a new Canadian JPAC member has been appointed by the Environment Minister of Canada, Stéphane Dion, and three new Mexican JPAC members were appointed by Secretary Alberto Cárdenas Jiménez.

Gordon Lambert - Mr. Lambert is sustainable development vice president for Suncor Energy in Calgary, Alberta.

Eduardo Rincón - MejíaMr. Rincón Mejía is president of the Board of Directors of the National Association of Solar Energy (Asociación Nacional de Energía Solar—ANES), in Toluca, Mexico.

Carlos Armando Rincón Valdés - Mr. Rincón Valdés is director of Mexico-United States environmental projects at the nongovernmental organization Environmental Defense, in El Paso, Texas.

Héctor Javier Sepúlveda Valle - Mr. Sepúlveda is technical director of the "La Corona" soap factory in Ecatepec, Mexico.

"Genetically Modified Organisms and Precaution: Is the Canadian government implementing the Royal Society of Canada's recommendations?"

The Polaris Institute has released a new report reviewing government action on the regulation of genetically modified (GM) foods in Canada.

The report, written by Dr. Peter Andrée of the Environmental and Resources Studies Program at Trent University and Lucy Sharratt of the Polaris Institute, reviews the government's response to the 58 critical recommendations of the Royal Society of Canada's Expert Panel on the Future of Food Biotechnology (RSC Panel).

The report, entitled "Genetically Modified Organisms and Precaution: Is the Canadian government implementing the Royal Society of Canada's recommendations?" tracks what the government has done, and not done, in the three-and-a-half years since the release of the seminal RSC Panel report.
