International Program Caucus

The International Program Caucus (RCEN-IP) is a network of Canadian environmental non-governmental organizations (ENGOs) that do international work. The RCEN-IP provides a forum to work together on policy issues as well as national and international environmental issues.

The RCEN-IP also works with Southern NGOs on policies and practices that achieve results that will protect the Earth and promote ecologically sound ways of life.

CSD-19 Policy Concept Paper

The RCEN was invited by the Department of Foreign Affairs Canada to prepare a Policy Concept Paper in advance of the intergovernmental preparatory meeting for the 19th Commission for Sustainable Development cycle (CSD-19) in fall 2010.

RCEN-IP CSR Multi-Stakeholder Dialogue - March 3-4, 2010

The RCEN coordinated a two-day multi-stakeholder dialogue on Corporate Social Responsibility, hosted by the RCEN International Program in collaboration with Foreign Affairs and International Trade Canada, the Canadian Institute of Mining, Metallurgy and Petroleum, the Mining Association of Canada, Suncor Energy Inc. and the International Development Research Centre. This project delivered three key products: a discussion paper on CSR in the extractive sector from a Canadian ENGO perspective; a one-day multi-stakeholder policy dialogue; and a one-day RCEN International Program meeting on developing a Canadian ENGO approach to promote corporate social responsibility to support sustainable livelihoods.

1. OECD Guidelines for Multinational Enterprises Review - Call for Stakeholder Input  

The RCEN International Program mandated one of its members, Clara Whyte of the environmental NGO Gaia Vision, to respond - from an international environmental non-governmental perspective - to a call for stakeholder input by Foreign Affairs and International Trade Canada on the possible review of OECD Guidelines for Multinational Enterprises. 2. ENGO CSD 18-19 Priorities Paper

The Department of Foreign Affairs and International Trade Canada invited the RCEN to coordinate the consolidation of ENGO priorities for the thematic cluster of the 18th and 19th session of the Commission on Sustainable Development (CSD): transport, chemicals, waste management (hazardous and solid waste), mining and the 10 Year Framework of Programmes on Sustainable Consumption and Production. This paper outlines the aspirations Canadian NGOs have for the upcoming CSD and discusses the challenges and context surrounding these objectives. 

3. ENGO Participation in CSD-18

In preparation for the 18th session of the Commission on Sustainable Development (CSD-18), Canadian ENGOs submitted comments on the Secretary General’s State of Implementation Reports.

The RCEN, along with the Citizens Network for Sustainable Development (CitNet), the North American Sustainable Consumption and Production Alliance (NASCA) and the Sustainable Consumption Research and Action Initiative (SCORAI) issued a joint process-oriented statement at the fourth Regional Implementation Meeting (RIM) on Sustainable Development for North America and the European Union, held 1-2 December 2009, to encourage constructive dialogues with NGO and non-NGO stakeholders in the lead up to and during CSD-18. 4. International Program Members meet with Russian Environmental Counterparts

group photo from russia In December 2008, two members of the RCEN-IP set sail for Russia with the objective of engaging with counterpart NGOs and civil society members in this similarly vast country with an environmental history and reality quite different from ours. During this short stay in Russia, the IP Caucus members and Russian organizations shared information, experiences and challenges on similar initiatives they are working on. They also presented the RCEN's model for public participation in policy development and discussed how this model might apply in the Russian context. Read their final narrative report

5. Ecological Governance – The Role of International NGOs in Achieving Sustainable Development

From March 2006 to November 2007, the RCEN-IP, in cooperation with four Canadian ENGOs, completed ecological governance projects in Nigeria, Honduras, Bolivia and Cameroon. The goal of these projects was to enhance and promote the role of ENGOs in developing countries in affecting change toward environmental sustainability by strengthening capacity to reach ecological governance.

6. Human Security and the Environment Meeting

The RCEN-IP and One Sky co-hosted a two-day policy dialogue and strategizing meeting from February 22-23, 2007 on human security and the environment and environmental international cooperation, including collaboration with CIDA within the context of ecological governance. Read more

7. Environment and Sustainable Development Program (ESDP) Project
