Call for Delegates
Particulation Matter (PM) Coarse Fraction National Consultation
The CEN has been invited to nominate 6 ENGO representatives,
in addition to the 4 PM and Ozone Core Advisory Group stakeholders
to attend the PM Coarse Fraction National Consultation
on November 12, 2003 in Calgary, Alberta. This consultation is
being conducted by the Canadian Council of Ministers of the Environment
(CCME), with Environment Canada providing secretariat support.
The purpose of this meeting is to seek advice from a broader
range of interested stakeholders, beyond the CAG members, on a
recommendation on a PM coarse fraction standard to be included
in the 2003 Report to Ministers on the CWS for PM and Ozone. (The
PM coarse fraction consultation meeting will be followed by the
Joint JAICC/CAG face-to-face meeting held Thursday, November 13th
and the JAICC-only face-to-face meeting on Friday, November 14th).
In the CWSs for PM and Ozone, there is a commitment to report
to CCME Ministers by the end of this calendar year on the findings
of the PM and ozone environmental and health science reviews,
including a recommendation on the need for a CWS for PM2.5-10.
The text of the CWS indicates that the CWS will be reviewed as
follows:
a) By the end of 2005, complete additional scientific, technical
and economic analysis to reduce information gaps and uncertainties
and revise or supplement the particulate matter (PM) and ozone
CWSs as appropriate for year 2015; and report to Ministers in
2003 on the findings of the PM and ozone environmental and health
science, including a recommendation on a PM10-2.5 CWS.
b) By the end of 2010, assess the need, and if appropriate, revise
the CWSs for PM and ozone for target years beyond 2015.
Attached for the information and guidance of potential CEN delegates
is a copy of the full text of the Canada-wide
Standards for PM and Ozone, which was endorsed by Ministers
of the Environment in June 2000.
Background documents including the Synopsis
of PMc rationale, the PMc rationale,
Alberta comments on the PMc
rationale, and Nova Scotia
comments on the PMc rational are also available.
Interested Members should submit
their candidature by noon Monday November 10. (Please note
this deadline will only be extended should there be less than
6 applicants).
