Convention on Biological Diversity (CBD) Seventh meeting of Conference of the Parties (COP 7)

The Biodiversity Convention Office invites CEN to nominate one ENGO representative to join the Canadian Delegation to the 7th meeting of Conference of the Parties (COP 7) of the Convention on Biological Diversity. COP 7 will be held at Kuala Lumpur, Malaysia, February 9-20, 2004.

The Conference of the parties (COP) is the governing body of the CBD, and advances its implementation through the decisions it makes at its periodic meetings. There are three main themes that will be discussed during COP-7 "mountain biodiversity", "protected areas" and "technology transfer and cooperation". Other themes and issues that will be discussed at COP-7 include: access and benefit sharing, sustainable use of biodiversity, ecosystem approach, monitoring and indicators, biodiversity and climate change, incentive measures, biodiversity targets, and invasive alien species. The selected ENGO representative, as part of the Canadian Delegation to COP 7, will have the opportunity to participate in a wide range of activities, including daily Canadian delegation meetings, plenary sessions, and acting as an observer during negotiations of topics regarding areas of interest.

Expectations for the ENGO Representative:

  • Abide by the rules of conduct and confidentiality determined by Environment Canada (EC);
  • Review materials in advance of the COP 7;
  • Solicit views from the Canadian ENGO community;
  • Seek guidance from Canadian ENGO during the event;

Requirements for the ENGO Representative:

  • Being available from February 9 to 20, 2004
  • Expertise on the issues to be discussed at the COP 7.
  • Knowledge and understanding of biodiversity, sustainable development, the United Nations Convention on Biological Diversity, and the World Summit on Sustainable Development.
  • Ability to communicate effectively;
  • Communicates through email to ENGO community via CEN prior to COP 7;
  • During the COP 7, ability to remain in close contact with the CEN;
  • Participate actively in the Canadian Delegation for the duration of the meeting;
  • Prepare a report following the COP 7 for EC and CEN

The CEN Forest Caucus selected Andrea Lockwood from the Canadian Nature Federation to be the ENGO delegate representative at this event. Please contact her to give your input. Joint NGO Pledge

At the ninth meeting of the Subsidiary Body on Scientific, Technical and Technological Advice of the Convention on Biological Diversity held in Montreal last November, seven major international NGOs announced a joint pledge to provide substantial, long-term support to governments and other actors for the implementation of a strong programme of work on protected areas. The list of NGOs included BirdLife International, Conservation International, Greenpeace, The Nature Conservancy, the Wildlife Conservation Society, WWF and the World Resources Institute. This NGO consortium (which now also includes Fauna and Flora International) recently prepared a series of recommendations to COP-7 relating to the programme of work on protected areas, available here.
