Civil Society Meeting on the Special Theme of the 2007 Commonwealth Finance Ministers Meeting: Climate Change and Poverty Reduction

The Commonwealth Foundation, an intergovernmental organization established to help civil society organizations engage with their governments in the pursuit of Commonwealth objectives, invited the RCEN to nominate a representative that took part in a civil society consultation on the Special Theme of the 2007 Commonwealth Finance Ministers’ Meeting (CFMM). The consultation, which was convened by the Commonwealth Foundation, was held from 18 to 20 July 2007, in Georgetown, Guyana. The Special Theme of the 2007 meeting was Climate Change and Poverty Reduction.

The objectives of the civil society consultation were to identify consensual Commonwealth civil society priorities, issues and recommendations on developing an agenda for growth and livelihoods for presentation to the CFMM in September. The key issues identified were to be included in a civil society position paper and a statement that was presented at the 2007 CFMM during the special theme session.

Background Info:
Ministerial meetings are a feature of the Commonwealth system and Commonwealth Finance Ministers meet annually in September immediately preceding the autumn meetings of the World Bank and the International Monetary Fund. The CFMM seeks to build consensus on key economic and finance issues and concerns of member states and gives the mandate for the economic development work of the Commonwealth Secretariat. In 2007, Commonwealth Finance Ministers will met in Georgetown, Guyana, from 15 – 17 October.
Since 2002, representatives of civil society have made valuable input to the Special Theme deliberations of the annual CFMM. Civil society statements to the CFMM provide ministers with additional perspectives on the issues they discuss. They have also been used in some national contexts to foster dialogue between government and civil society on issues related to the CFMM Special Theme, which in 2007 will explore the nexus between climate change and poverty reduction.

In 2004, the special theme of the CFMM looked at the Capacity of International Financial Institutions to Support Pro-poor Trade Liberalisation in Low-Income and Vulnerable Countries, and in 2005 the special theme was Giving Practical Effect to the Millennium Project Review. In 2006 the special theme focused on an Agenda for Growth and Livelihoods.
