Second Non-Governmental Organization Workshop on the Regulatory Framework for Industrial Air Emissions 

Environment Canada invited the RCEN and Climate Action Network (CAN) to select 20 ENGO delegates to attend the Environment Canada NGO workshop regarding the Regulatory Framework for Industrial Air Emissions that took place December 11th and 12th, 2007 in Ottawa.

The workshop was technical in nature and expanded on the themes discussed at the previous NGO workshop held from June 6th – 8th, 2007. The purpose of the second workshop was to present updates and/or seek ENGO views on:

The proposed final approach for the setting of GHG emissions reduction targets (for existing and new facilities), including: fixed process emissions, minimum thresholds, treatment of new facilities, modifications/major transformations and target allocation.
    * GHG Compliance mechanisms, including: emissions trading, offsets, the technology fund and credit for early action.
    * The path forward on the Regulatory Framework.
