Proposed amendments to the Environmental Emergency Regulations of the Canadian Environmental Protection Act, 1999 (CEPA 1999) for Consultation

On September 10th, 2003, the Environmental Emergency (E2) Regulations were published in the Canada Gazette Part II. The Regulations were developed in support of the federal government’s security agenda.

A consensus was reached to adopt the existing list of 174 substances. This list includes 16 substances deemed toxic under the Canadian Environmental Protection Act (CEPA), 1999. Detailed summary reports outlining the scientific basis for decisions pertaining to specific CEPA toxic substances are available on Environment Canada’s CEPA website.The access code is: E2Evaluations.

The department made a commitment to amend the E2 Regulations once full evaluations of the remaining 49 CEPA toxic substances and 2 substances of concern were completed.
Environment Canada has completed these evaluations and is now requesting ENGOs to review the results.

Environment Canada is also proposing to update the associated Implementation Guidelines for Part 8 of the Canadian Environmental Protection Act, 1999 – Environmental Emergency Plans.
