Proposed Regulations Respecting 2-Butoxyethanol

The Proposed Regulations Respecting 2-Butoxyethanol were published in the Canada Gazette, Part I, on July 9, 2005 followed by a 60-day comment period. The deadline to provide comments is September 7, 2005.

The proposed Regulations were developed following extensive consultations with stakeholders. The objective of the proposed Regulations is to reduce 2-BE content in consumer and commercial products in order to lower human exposure from indoor air or direct contact to below the Tolerable Concentration of 11 mg/m3 as determined in the human health assessment. The Regulations target manufacturers, importers and sellers of these consumer and commercial products in Canada.

ENGOs are being asked to provide their comments within the 60-day comment period; the input and feedback received will be considered by Environment Canada (EC). A report indicating how EC responded to the comments will be prepared and made publicly available. Following this action, the final Regulations will be published in the Canada Gazette, Part II.

Following a Priority Substance List Assessment of 2-BE, it was concluded that this chemical is considered toxic to human life or health, but not toxic to the environment. The final Priority Substances List Assessment report for 2-BE was published on August 9, 2003. 2-BE was

added to the List of Toxic Substances in Schedule 1 of the Canadian Environmental Protection Act, 1999 (CEPA 1999) on March 9, 2005.
