Report for MMER workshop
The Minerals and Metals Branch of Environment Canada is planning
a workshop on November 3rd and 4th, 2004 in Ottawa, to seek advice
on possible amendments to the Metal Mining Effluent Regulations
under the Fisheries Act. Federal departments and jurisdictions,
as well as stakeholder organizations are invited to this event.
As you may be aware, the Metal Mining Effluent Regulations (MMER),
under the Fisheries Act, came into law on June 6, 2002.
The MMER, which apply to all metal mines in Canada, impose limits
on releases of cyanide, metals, and suspended solids, prohibit
the discharge of effluent that is acutely lethal to fish, and
require mines to conduct Environmental Effects Monitoring programs
to identify adverse effects of their effluent on fish, fish habitat,
and the use of fisheries resources. The text of the MMER is available

Environment Canada is considering proposed amendments to the
MMER which will focus on matters related to the interpretation
and clarity of the regulatory text that have emerged as the result
of the Department’s implementation experience. Amendments
to the provisions for tailings impoundment areas are also being
considered. No fundamental changes to the policy objectives, architecture,
scope or requirements of the Regulations are being contemplated
at this time.
Environment Canada is prepared to reimburse, consistent with
Treasury Board Guidelines, the travel and living expenses for
up to six representatives of environmental non-governmental organizations.
