Summary on the Development of SSTs

Environment Canada is undergoing a fundamental change in their approach to the environment. They are in discussions over their new Competitiveness and Environmental Sustainability Framework (CESF), which is meant to strengthen Canada's long-term economic competitiveness, natural environment and well-being of its citizens.

One mechanism through which they plan to implement the new Framework is Sector Sustainability Tables. It is described as a permanent forum for collaboration between federal/provincial/territorial governments and industry, Aboriginal organizations and non-governmental organizations. The Sector Tables are intended to identify how to meet the goals of the Framework through jointly developed, long-term planning. Early sectors to be addressed through the Tables will include: forestry, mining, energy, and chemicals. The first Sector Table (forestry) is expected to commence in late Spring 2005.

ENGO concern over the absence of wide consultation with the ENGO community on the Framework and on the structure of the Tables in particular, has spawned an opportunity about 40 of Canada's ENGOs, including environmental health groups, to participate in an ENGO Forum to discuss the CESF and the design of the framework for the Sector Tables. The Canadian Environmental Network (CEN) is overseeing the organization of this Forum. Delegate selection criteria includes: geographic, gender and language balance; diversity of knowledge / expertise and approach; group size and scope; and experience in the ENGO community and with government consultation. The Forum will produce a report of recommendations to EC, which will be presented to the Deputy Minister on January 18th.

After the Forum, the CEN will create an on-line tool to allow comments and exchange of information from the broader ENGO community. Comments received through this mechanism will be formulated into a second report for EC. Notification of the availability of the on-line tool will be posted in the CEN Weekly E-Bulletin.
