The selected Youth representative for the Official Canadian Delegation
at the CSD 13 is Elissa
Smith from Guelph, ON
Elissa is a member of the Canadian Youth Round Table on the Environment,
she is on the board of the Youth Environmental Network and also
an active member of the International Youth Caucus that meets
every year at the CSD. She attended CSD 11 and 12.
The selected ENGO representative for the CSD 13 is Leslie
Adams from Protect Our Water and Environmental Resources,
in Ontario. Leslie was the ENGO representative in the Official
Canadian Delegation for CSD 12 in 2004.
The CSD-11, held in 2003, agreed on a new cycle of work and work
program. Starting immediately, the CSD will be composed of a series
of 2-year implementation cycles, themselves composed of a Review
Year/Session in the first year and a Policy Year/Session in the
second. The CSD 13 is the Policy year for the following topics:
Water, Sanitation and Human Settlements. More information on CSD-13

Please Note: The Canadian government will release their position
in preparation for the UN CSD-13 prep meeting shortly - a call
for comments will be posted in the bulletin as soon as the position
will be available.
ENGO Delegate Expectations:
- Review materials given by government in advance of the CSD-13;
- Participate in preparatory meetings of the Canadian delegation
leading up to the CSD session.
- Participate to the federal government consultation session
on the Canadian position on CSD-13 in March (soon to be posted
on the following website)
- Solicit views from the ENGO community on water, sanitation
and human settlements;
- Adequately reflect the views of Canadian ENGOs;
- Seek guidance from Canadian ENGOs during the CSD-13;
- Prepare a report following the CSD-13 to be distributed by
the CEN;
- Participate actively in the Canadian Delegation and the CSD-13
meetings;
- Abide by the rules of conduct and confidentiality determined
by the Federal Government.
ENGO Delegate Requirements:
- Experience with UN inter-governmental negotiation;
- Broad knowledge and understanding of sustainable development
issues;
- Specific expertise on water, sanitation and human settlements
issues;
- Knowledge on CSD structure and WSSD outcomes;
- Ability to communicate effectively;
- Ability to remain in close email contact with the CEN and
NGOs during the CSD-13.
Youth Delegate Expectations:
- Review government materials in advance of the CSD-13;
- Participate in preparatory meetings of the Canadian delegation
leading up to the CSD session.

Environmental Network (YEN);

the CEN and YEN;
- Meet with the UN Youth Caucus at CSD;
- Participate actively in the Canadian Delegation and the CSD-13
meetings;
- Abide by the rules of conduct and confidentiality determined
by the Federal Government.
Youth Delegate Requirements:
- Broad knowledge and understanding of sustainable development
issues;
- Knowledge on UN inter-governmental negotiation and on the
CSD;
- Some specific knowledge and interest on water, sanitation
and human settlements issues;
- Ability to communicate effectively;
- Ability to remain in close email contact with the CEN and
YEN during the CSD-13;
- Intent to stay in contact with the youth community after the
CSD-13 though the YEN and the CEN (see the Youth
Environmental Network website)
