Amendments to the Pulp and Paper Effluent Regulations (PPER)

The CEN has been invited to facilitate the selection of 7 ENGO delegates to consult with Environment Canada at a multi-stakeholder information session to provide an overview of the key features of the amendments to the Pulp and Paper Effluent Regulations (PPER) on July 28, 2003, from 8:00 a.m. until 12:30 p.m. EDT in Ottawa-Gatineau. This call for delegates closes at noon July 18, 2003.

A second multi-stakeholder information session will be held in Vancouver on August 7, 2003. The deadline to apply for the Vancouver session is noon, Wednesday July 23, 2003.

These amendments were pre-published in Part I of the Canada Gazette on June 28, 2003. Before these amendments are finalized and come into force, all interested parties will have an opportunity to provide comments during the 60-day public comment period that follows the pre-publication.

The proposed amendments deal mainly with monitoring and reporting requirements, and focus on streamlining and improving the current PPER and the Port Alberni Pulp and Paper Effluent Regulations, which were issued under the Fisheries Act in 1992. The amendments do not change the fundamental basis of the existing Regulations nor do they reduce the effluent quality requirements of the current Regulations.
