Stakeholder Consultations on the Regulatory Framework for Air Emissions
When: 3 meetings: May 31-June 1; June 4-5; June 6-7, 2007

The Government of Canada is currently undertaking stakeholder consultations on its new Regulatory Framework for Air Emissions, in order to facilitate understanding of the Framework among stakeholders and seek stakeholder input. The RCEN has been invited to select a total of thirty (30) ENGO representatives for three upcoming meetings in May and June, 2007. Environment Canada will cover travel, meals, accommodation (up to two nights for the Montreal and Vancouver meetings, and up to three nights for the Ottawa meeting), and incidentals as per Treasury Board Guidelines, as well as a per diem of $250 per day for each meeting day attended. Environment Canada will not compensate attendees for preparatory reading or report writing, as only limited reading material will be provided in advance of the meeting.
The first two multi-stakeholder meetings will be identical and will present and seek input on the cross-cutting elements of the Framework, including emissions trading, credit for early action, scope of the greenhouse gas offset system, potential for a NO x and SO X offset system, and a technology fund.
The RCEN will select a total of ten (10) ENGO representatives to attend either of these two meetings (each delegate will attend the meeting of their choice) which will be held as follows:
- one in Montreal at the Sheraton Four Points, May 31 - June 1, 2007
- one in Vancouver at the Sheraton Wall Centre June 4 - 5, 2007
The third meeting will be an NGO consultation and will expand on the themes presented at the briefing held in Ottawa on May 2, 2007. NGO views will be sought on the validation of air emissions targets, including the timeframe for their entry into force, and the implementation of the target structure for greenhouse gases.
This third meeting will be held at the Sheraton Ottawa Hotel in Ottawa on the 6th and 7th of June. The RCEN will select a total of twenty (20) ENGO representatives for this meeting, including representatives from ENGOs focusing on climate change, air pollution, and environmental health issues.
In order to prepare for these meetings, the RCEN will hold an ENGO teleconference on Tuesday, May 29 at 2 PM ET. This call will be open to the selected delegates for all three meetings, as well as any other interested RCEN member ENGOs.
Selection Criteria :
- Willingness to communicate with and for other ENGOs;
- Experience and proven ability to work professionally, constructively and collaboratively in a multi-stakeholder setting;
- Previous or current experience in the development of provincial or federal air quality and/or greenhouse gas regulations related to the industrial sector;
- The ability to represent national and regional (particularly for air pollutants) perspectives;
- Senior representative of an ENGO focusing on climate change, air pollution and/or environmental health issues - ability to represent constituent community;
- RCEN member in good standing and;
- Commitment to the process.
Delegate Expectations :
- Review preparatory material ( only limited reading material will be provided in advance of the meeting);
- Participate in ENGO Teleconference on Tuesday, May 29 at 2 PM ET;
- Participate in one or more meetings as determined through the delegate selection process and;
- Adequately reflect the views of and report back to the Canadian environmental community .
