Green Paper on Agriculture and the Environment

Prepared at the RCEN 2006 Annual Conference on the Environment, October 19-22, 2006
Montreal, Quebec

About the Green Paper on Agriculture and the Environment

As part of the RCEN Annual Conference on the Environment held in Montreal from October 19-22nd, 2006, the RCEN Agriculture Caucus prepared a Green Paper titled “Agriculture and Environment – Challenges and Solutions” that examined the interconnections between environmental and agricultural issues in the goal of facilitating productive discussion and providing a starting point for future action.

The Green Paper was used by RCEN members at the Annual Conference to examine present environmental problems related to modern agriculture, and stimulate discussion of best practices, visions, and policy changes required to achieve a sustainable agricultural system. To facilitate co-ordination of ENGO input into the federal Agricultural Policy Framework (APF) review which began in fall 2006, the paper is structured following the four environmental focus areas of water, air, soil, biodiversity, and a fifth heading of energy and climate change.

The Green Paper serves a dual purpose. First, it will be used as a framework for increasing awareness among RCEN ENGO members of agricultural problems and potential solutions. Second, it makes concrete suggestions for policy change and developments, and thereby serves as a position paper for ENGOs to sign-on so it can potentially support future policy development. Consequently, the Green Paper will create opportunities to establish strong relationships with the government.

The RCEN has also produced Agriculture and the Environment: Analysis and Action, a follow-up position paper for sign-on by RCEN members.
