United Nations Climate Change Conference and First Meeting of the Parties to the Kyoto Protocol (COP-11)

Background Information

The Parties to the United Nations Framework Convention on Climate Change (UNFCCC) have accepted the offer of the Government of Canada to host the Eleventh Conference of the Parties (COP 11) to the United Nations Framework Convention on Climate Change and the first Meeting of the Parties (MOP 1) to the Kyoto Protocol, which will be held from 28 November to 9 December 2005 at the Palais de Congrès in Montreal, Quebec.

Participation is expected from the Convention’s 189 Parties as well as from non-governmental organizations, intergovernmental organizations and the world’s media.

There will be an estimated 10,000 people in Montreal to negotiate the future and celebrate Kyoto's coming into force. The ENGO community will be getting together in the months ahead to develop policies and positions to bring forward at the Montreal Climate Conference and for the extensive consultations on the Large Final Emitters, the new climate fund, and more. Participation from every province and territory is urged. Coordination of cross-boarder strategies on climate change will be a goal. As many as 100 ENGOs from developing countries will be brought to the Conference. Training sessions to prime ENGOs on the complex international negotiations are intended. Funding will be available for ENGOs who wish to organize workshops and limited funding will be available to bring ENGOs to the Conference.

1.ENGO Strategy Development & Activist Training Weekend

 In preparation for the upcoming Conference of the Parties (COP-11) of the Kyoto Accord, now being called the Montreal Climate Conference 2005, to be held November 28 - December 9, 2005, the Climate Action Network and Equiterre have organized an ENGO Strategy Development & Activist Training Weekend on September 23-September 25, 2005 at the Université du Québec à Montréal (UQAM)

Limited funding is available to cover transportation, food and accommodation costs.

To obtain more information on the ENGO Strategy Development & Activist Training Weekend, please read the Information Package .

To participate, please fill out the Registration Sheet by September 2, 2005. To be considered for a funded space, please complete page 2 of the Registration Sheet and submit it to Ruth Edwards by August 26, 2005.

2. Canadian Environmental Network (CEN) Meeting

The CEN’s annual meeting will be held at the Centre St-Pierre on the same dates as the CAN-Canada/Équiterre weekend. All delegates are encouraged to attend events from both meetings. The CEN meeting’s agenda will be included in the documents sent to registered CAN-Canada/Équiterre participants in September.

3. International Climate Action Network Summit

The international CAN summit will be held between 9:00 AM and 5:00PM à the UQÀM on Friday, September 23, 2005. This is an invitation-only session for CAN-Canada, CAN-USA and CAN-International representatives. Summit participants will then join other delegates for the Registration & Cocktail for of the CAN-Canada/Équiterre weekend.

4. Quebec ENGO Summit

The Quebec ENGO Summit will be held on Monday September 26, 2005, at l’UQÀM, between 9:00 AM and 3:30 PM. Participation in this summit will be open to all Quebec ENGOs taking an active part in events around the COP 11/MOP1. For more information, contact Elodie Mantha Équiterre.

 

Application Information

The application deadline to obtain independent ENGO observer status at COP11 (Montreal, Nov 29-Dec 9, 2005) is JULY 29, 2005. Your organization must register and be admitted as a UNFCCC observer organization before you may send representatives or apply to hold a side event and/or an exhibit.

Climate Action Network-Canada members have two options  
  1. Register under CAN-CANADA. CAN members have the option of registering as CAN-Canada representatives. You will be identified as such on all lists, name-tags etc. If you intend to exercise this option, contact John Bennett at aajb@magma.ca or 613-241-4413 as soon as possible (note: July 29 deadline does not apply). John will ensure your organization's name is submitted to the UNFCCC Secretariat under CAN.

  2. Register your organization independently. Any organization working on climate issues is eligible to apply for observer status and will be admitted (unless there is a formal "third party" objection). Representatives will be admitted under your organization's name which will appear on all lists, name tags etc. To follow this option, read the attached "admin proc" and complete and submit the attached registration form "contact." Non-members of CAN-Canada must follow this process.
