Quebec: Process for the New Mechanism of Affiliation for the Canadian Environmental Network (RCEN)
Introduction The RCEN invited letters of intent for the purpose of establishing a new mode of affiliation and networking with the RCEN among Quebec’s environmental groups in September 2005. This exercise flowed from a comprehensive independent study of the Quebec environmental movement and represented a key stage in the process that was developed following the conclusions of that study.
Mandate of the Quebec Affiliate Network
Mission:
- To group together citizens groups and non-profit, non-governmental organizations and associations based in Quebec that are working for the protection of the environment and for the promotion ecological ways of living, with a view to enabling their participation in a broader and more effective network which promotes the work of its member groups, supports the healthy expansion of the Quebec environmental movement, and encourages the creation of networks within Quebec.
- To ensure representation for the Quebec environmental movement within the Canadian environmental movement and certain consultative bodies and ministries at the federal level.
Governance:
The governing structures will be developed by the groups themselves, ensuring democracy, transparency and diversity.

Relations between the Quebec affiliate network and the RCEN
A memorandum of understanding (MOU) has been signed in June 2006 between the RNCREQ and the RCEN in order to specify the steps towards the creation of this new affiliation mechanism.
Functions of the Quebec affiliate network
The affiliate network has the following main functions:
- to create multiple opportunities for networking and mechanisms to encourage collaboration and the creation of various partnerships.
- maintain an up-to-date list of Quebec environmental organizations and make it accessible to the public and to the RCEN, as specified in the Memorandum of Understanding.
- provide training and communications services to its member groups in order to help with their development and the sharing of their expertise.
- support its member groups in their relations with governments
- facilitate member groups’ participation in public consultations and provide them with the necessary tools to participate effectively
- work together with the RCEN to develop means to encourage and facilitate francophone participation on the national and international scene
- help publicize and promote activities of its member groups
- help with member groups’ fund-raising efforts to the extent possible
- coordinate regional and provincial meetings among its members
- respond as effectively as possible to the needs of its member groups

Extract of the RCEN Board of Directors meeting: March 13, 2006:
3. Review of recommendations from the Francophone Committee regarding the 2 proposals for the New Quebec affiliate.
Recommendation from the Francophone Committee is unanimous in supporting the RNCREQ proposal.
Advisory Committee; 3 out of 4 of the members recommended the RNCREQ proposal.
Motion: Annie Ferncase moved that the Board accept the recommendation of the Francophone Liaison Committee for the RCEN to enter into a one-year contract with the RNCREQ , based upon the recommendation of the Advisory Committee and the Francophone Committee. Jennifer Eakins seconded the motion. All in favour. None opposed. Motion carried.
