Priority Substances List One (PSL1) Follow-up Reports Available

The first Priority Substances List (PSL1) was published in 1989 and included 44 substances or groups of substances. Environmental assessments and human health assessments were completed under the Priority Substances Assessment Program by early 1994. Assessment Reports for each of these PSL1 substances were completed and published following a critical review of relevant identified data. Conclusions of whether the substances were considered toxic under the Canadian Environmental Protection Act (CEPA) were published.

There were 13 substances from PSL1 for which there was insufficient information to conclude the substances as toxic under all criteria examined. The final Ministerial decisions and recommendations for these substances will be published in the Canada Gazette Part I on April 3, 2004. The Follow-up Report indicates that two substances, tetrachlorobenzenes and pentachlorobenzene, are considered "toxic," and three substances, 1,2-Dichlorobenzene, 1,4-Dichlorobenzene, and trichlorobenzenes, are not considered "toxic," as defined in CEPA 1999. It is also recommended that tetrachlorobenzenes and pentachlorobenzene be considered for virtual elimination (VE) under CEPA 1999. You may view the report on Environment Canada's web site.
